Which teams had the best offseason? The Take Here: The Eagles and Jets. It was an offseason of transition in Philadelphia with the departures of Brian Dawkins, Tra Thomas and L.J. Smith. But the Eagles have restocked their offensive line with the additions of Jason Peters and Stacy Andrews. They signed a potential replacement for Dawkins in free agent safety Sean Jones, and they drafted a top receiving threat in Jeremy Maclin and a complementary runner to go with Brian Westbrook in LeSean McCoy. They'll enter the season as one of the favorites in the NFC. It was addition by subtraction for the Jets when they fired Eric Mangini as their coach and quarterback Brett Favre retired (at least for now). As the Chicago Bears ran through drills in their OTAs this month, all eyes and mini-cams were focused on No. 6, newly acquired quarterback Jay Cutler. Although there are questions about the man who has become the face of the franchise before he even slips on a navy blue game jersey, the Bears are faced with several issues that also warrant attention when they enter training camp July 30.

Former Cleveland Browns wide receiver Joe Jurevicius reportedly has sued the team and the Cleveland Clinic in connection to a staph infection that kept him from playing last season. Acccording to the Associated Press, the lawsuit was filed today. It accuses team physicians of failing to inform him that equipment wasn't always cleaned at the Browns' facility, according to the AP. Jurevicius was released by the Browns this offseason.

NFL Commissioner Roger Goodell told the Associated Press that the league is "beginning to focus" on the evaluation that will determine whether quarterback Michael Vick will be reinstated. Vick is on indefinite suspension by the NFL as he completes a 23-month federal sentence for his role in a dogfighting operation in Virginia. He is on home confinement in Hampton, Va., after serving most of his sentence in federal prison in Leavenworth, Kan. Goodell has said on several occasions that Vick must demonstrate genuine remorse to be reinstated. According to the AP, Goodell declined to say whether he's seeing any signs of that. "No, we're beginning to focus on evaluating the situation," Goodell told the AP. "I haven't spoken to him." Pittsburgh Steelers owner Dan Rooney was confirmed by the Senate on Thursday as the U.S. ambassador to Ireland. Rooney had been nominated for the position by President Barack Obama. He was approved by a voice vote. Rooney's son, team president Art Rooney II, is to oversee the day-to-day operations of the defending Super Bowl champions.

The Kansas City Chiefs announced that they'd signed former Pro Bowl safety Mike Brown. Brown was an unrestricted free agent after spending nine seasons with the Chicago Bears. He totaled 17 interceptions in those nine seasons in Chicago and scored seven touchdowns, four on interception returns and three on fumble returns. He reached the Pro Bowl in the 2005 season.

Detroit Lions owner William Clay Ford Sr. told reporters Wednesday that the team had settled a pay dispute with former club president Matt Millen. "I've talked to him on the phone a couple weeks ago," Ford said, according to the Detroit Free Press. "Everything's fine. We're still friends. And I'm glad he's got the job he's getting." Millen, who has gone back into broadcasting, reportedly had been seeking $12 million in pay after being ousted last year. Ford did not reveal the terms of the settlement. "It was handled between his lawyer and mine," Ford said, according to the Free Press. "It never got to arbitration or anything like that, and I'm glad it did because we're friends, and I don't want to be on the other side of quarreling with a friend, over you said this or I said this. Linebacker Michael Boley will be sidelined for 8-10 weeks after undergoing hip surgery Wednesday, the New York Giants announced. Boley had a torn labrum repaired during the procedure, according to the Giants. The Giants signed Boley, formerly of the Atlanta Falcons, as a free agent earlier this offseason. He is to take over as a starter at outside linebacker.

Defensive end Julius Peppers has signed a one-year contract with the Carolina Panthers, the team has announced. The Panthers announced that Peppers signed his franchise player tender, meaning the deal is worth $16.683 million. There is no agreement that Peppers won't be franchised again next offseason, according to the Panthers. "It's not a lot different than what we've been saying," Panthers General Manager Marty Hurney said, according to the team's website. "We've had very good communication with Carl Carey [the agent for Peppers] throughout the process. "It's really a culmination of what has transpired over the past few months. Every conversation has been positive. All indications were that he was going to sign and be in for training camp." Cornerback Fernando Bryant has decided to retire, according to agent Drew Rosenhaus. Bryant played two games for the Pittsburgh Steelers last season and re-signed with the Steelers as a free agent earlier this offseason. But Rosenhaus wrote Tuesday on his Twitter page that Bryant had decided to retire after winning last season's Super Bowl title with the Steelers. "Congrats to Fernando Bryant on a great career in the NFL," Rosenhaus wrote. "Fernando has decided to retire after winning a championship with the Steelers." He previously played for the Jacksonville Jaguars and Detroit Lions.
